Also, does anyone have specific watering instructions? I know it needs a decent amount of water and that the soil should remain relatively dry, but ground cover moss is covering the soil and I can't tell. Suggestions?

Junipers are pretty hardy and drought resistant. You should feel the soil to see if it is dry - try to never let it dry out fully. If it starts to feel dry or look then it's time to water. I live in the high desert and we have a lot of native junipers - we get 22 inches of rainfall per year and the nation average for the US is 30 inches for reference.

Make sure when you up pot it, you do it into a pot with a drainage hole. Since this is a young tree, remove the moss as that's mostly for aesthetics for shows etc.

I'd wait until next spring to repot, and take care not to overwater it since planting soil retains water a lot longer. (Don't water on a schedule)
