Yes.
But... careful. In your case, prune only the roots that are definitely dead, try to leave as many "good" roots as possible, don't mess too much with the rootball (almost impossible, as you will have to check as many roots as possible).
But it's risky, and for a first timer it takes courage.
There is, of course, a great possibility that your tree dies anyway.

Mmhhh the roots aren't looking well at all , I can't see many feeders and they all look pretty dark , but it's obvious that the soil was the problem , once you put it in good draining soil it will improve drastically ( if it survives ) just make sure you use a chopstick, or something similar , after you've repotted to ensure that most of the new soil goes into the rootball :)

Just one more question. While i was watching the rootball i saw (on one side) a lot of sand pressed very tightly together (sand like in the picture). Should i remove it or can i leave it?

Some people use sand in their soil , I did too at some point but I stopped using it as it made the substrate much heavier but in your case it's already in the rootball , I wouldn't disturb it much more but if you fiddle about with chopsticks and try your best to get as much new substrate as possible in the rootball you will be able to remove all of the old substrate next repot ;)

Not the best picture, but there are some circling roots (you can prune those) and the roots don't look too healthy.
But I can see some light tips (a good sign).
When working with roots, do it in the shade and don't let the rootball get dry. Spray it from time to time if the weather is hot.
