No. that's not normal, People on this forum will know how to give you advice about caring for a Carmona bonsai, but in this case that's not so easy, as it is neither potted nor trained as a real bonsai.

Im not sure thats a good advice in this case. As Auk said it is not trained nor potted as a bonsai. So most probably (who knows?) it is potted in a basic soil mix with lot of organic material. If he or she will water when the top soil starts to die, the tree will surely die. I know because I have mallsais in these typical soils. Even when the top of the soil is bone dry , just one cm deeper the soil is still soggy like I just watered it.
