determine the species of cedar as auk suggested

and remember that cedars don't backbud.. so if it doesn't have a lot of foliage close to the trunk and at the bottom part of the tree now, it will never again have so..

Thanks.

I will see if I am able to get a better identity on the tree. There is no growth near the Base of the tree. Before I right this off then, is it possible to air layer a section I think has bonsai potential? Or am I able to graft branches to the lower trunk?

I think you really need to figure out what species it is first.
