why is my lebanese céder turning yellow was created by Freddie73863

i have used a NPK fertiliser liquid one and it hasn’t done anything it’s been about 3 to 4 weeks since i did that

Can you describe in detail how you care for the tree (placement, watering...)

i have it next to my window that has mesh on it. i water it twice to three times a week.

Not a species I have experience with, but I am always curious so I did a quick online investigation.
Cedrus libany is rated as hardy to usda zone 6-7. I have never seen any cold hardy conifer tree that can be grown in livingroom conditions before. Have you done your research on placement? Are you absolutely sure this species can be grown indoors?
In you are in the nortern hemisphere, now is aproaching winter when be don't fertilize our trees and we water much less.

i live un the southern hemisphere and it is spring right now going in to summer so it gets enough light i think but for winter and autumn i have a grow light on for at least 8 hours per day. i could use the grow light during the summer if you think sunlight is the problem

There is no way that plant should have been kept inside, is is as good as dead because of that.

I tend to agree. Temperate conifers really need cold dormancy to survive. If kept in the correct temperature in winter it will not need much light at all.
I would put it outside for spring until the summer solisticy. Water good but no fertilizer. If there are no sign of new growth by summer soliticy you know for sure it is dead. But do not have too high expectations. I have seen tropicals, subtropicals and temperate broadleafs magically come back, but never any conifers.
