What is that red stuff around the base of those needles? I haven't seen it before. May be part of the problem. Does it come off with twezers?

What did the nursery recommend you do?

In general, japanese white pine are sensitive to dry air

They told my to put it in full sun and water it when the top layer of soil is dry
