Does not look dormant. Looks like there are brand new growth on it.
Where do you keep it? What is the temperature?
When messing with seasons on temperate trees, they get very fussy about things. I would suggest to wire the top you choosen now. Then put the tree in a place with good Light and 5-10 degrees. When spring comes, put it outside. As soon as it starts active growth you can cut a few branches if you wish.

could you please show a recent picture, so in dormant state? That will help to see which branches are where.
Removing 2 from 3 is probably not the right choice.

Yes, you should proboably concider to grow one as leader and one as future branch.

The pictures I sent before were taken 3 days ago. I got the tree 3 days ago so am not sure how it was kept previously. All I know is that it has had a trunk cut, now has a 3 branch intersection stemming from near the top. To achieve a branch to become the next section of trunk I need to remove 2 of the 3 so that that 1 branch can thicken? I will try to get some better photos so you can see what I'm trying to work with

I keep the tree on an East facing windowsill getting direct light in the morning and about 14° i think.. I have ordered a digital thermometer to put on the windowsill next to it. The 3 branch intersection is what I'm unsure about, I dont know whether to cut 2 of the 3 branches now and wire the 1 up so it becomes the leader/trunk?

Dont cut anything now as this tree is confuced with seasons. You can wire the leader up now. Try your best to put it into "light dormancy". With that I mean 5-10 degrees and sunny.
If it survives the winter and comes out strong you can cut one or two branches. Best for the design is proboably one. But plant health is always first. If you let the tree stay where it is you will have very weak or dead tree in spring. Neigther of them will be possible to style.

Okay so if it stayed on the windowsill where it does get light but it was at 10° that would be okay? Did you see the photos I posted of the tree earlier today? You can see the 3 branch intersection, what would you suggest about that? Could I chop 2 of them off and then trim the 3rd back to allow the 3rd to become the new leader/trunk?

Yes you can grow one of the three branches to become a new leader. Yes, if The tree is well in spring you can cut the other two if you whish. But I strongly advise to keep one of them as a branch.
But plant health first. Make sure it gets the needed dormancy and come back strong in spring. Meanwhile spend your time reading up on bonsai design. That tree dont really need to be higher, if you grow it higher it will be many years before it gets inte proportion. But that was never your question.
