Juniper needs to be outside, or it will die, without any doubt. The guy who sold it to you has it wrong.
Second, first keep it alive ( by placing outside and watering it ) before you start doing anything else.
Third... sentences with capitals and periods at the end are a bit easier to read...

The grow light mimics sunlight but not air movement. Inside is just not the same.

The biggest problem is not inside, it is living room temperature. I keep all my trees inside an unheated greenhouse except for trees that are not freeze Hardy, which are inside my frost Free basement, works Good so far (Only 3 winters)

My indoor trees and I spend all winter fighting bugs. They also seem to have issues with low humidity. Grow lights would help a little, but bugs just come out of nowhere and are hard to get rid of.
I think there is also stress caused by little change in temperature. Outside there is a lot of rainfall washing the leaves off, indoors there is dust sticking to the leaves.
You can't duplicate outside conditions indoors.

I tend to dissagree. All my trees are inside in winter. Trees die in living room temperature.
