The brown bands can indicate a fungus. That doesn't have to be alarming, but you should keep an eye on it see that it doesn't get worse.
I think this article tells all you need to know:
About pruning:
Difficult to give good advice as I cannot see where every bud is exactly on which branch.
Seems they have kept a lot of buds on high branches. I see one branch, I think it's a top one, that has the main bud removed, but 4 buds are still there.
Seems the buds on the lower branches all have been removed or reduced.
I would go easy on the tree though, as, as LB wrote, it needs to gain strenght and get healthy first.
In a JBP, you need to balance the strength. As it is now, all strenght is directed to the upper branches. That's not what you want.
I would not touch the buds on the lower branches. The top or top branch that seems to ahve 4 buds left: You can keep 2 (to create a new top and one new side branch) or remove them all. I'd probably remove them all.
JBP's are dual flush - which means it will form new buds twice a year.
Now... as I'm not an expert either: look up care guidelines and learn about how a JPB grows. Next, learn about decandling and needle pinching. Learn when to do this and how. You will have to do research and especially the specific requirements for a Japanese Black Pine.
Some info about pinching /'decandling:

Posted 4 years 9 months ago #57201My point is, all you needed to say was "Look, mate, in my expert opinion your information is wrong. Please, don't give incorrect advice." Boom, done. No harm, no foul. However, the way that you went about it was just plain rude and disparaging... you think I would take what you said as a positive "You've got a lot of learning to do"? No.
Just be nice to people, OK?

I could have. But then you would have wondered what you got wrong, so I explained that. You're welcome.

I would suggest allowing the tree to grow this year, adding fertiliser, throughout the year. Then next year I would look at pruning candles and doing some styling, that way you can get an idea how the tree is growing and decide what you are going to do to it.
Is a Japanese Black Pine not supposed to have its candles cut by half and not completely removed? Or am I confusing a black pine with a white pine?

A black pine is usually decandled. It will form new buds the same year.
A white pine is NOT decandled. They are single flush and will not form new buds the same year.
The above is a too short summary. There's more to it. You can partly decandle, you can cut JPB candles, you can cut JWP candles longer or shorter, depending on where they are, how many there are, what the requirement is... it's a balancing act that I don't fully master yet, and there's a lot of documentatino to be found. If you have a JWP or a JBP, you really need to study them.

Posted 4 years 9 months ago #57224I can see a few places where more than two New shoots comming from the same place. Wouldnt it be appropriate to remove a few?
My jbps looks like that every spring. They are way out of their comfort zone up here. But so far they have recovered quite Good every spring.

Posted 4 years 9 months ago #57225As far as I understand I need to first do more research into JBP care documents and look into this tree's candling in specific.
Also looking into pine needle fungus diagnosis and treatments.
Other than that it seems the general consensus is to care for the tree's survival and balance.
