-Budget is maybe around ?100, although I would be willing to spend more if I was fairly sure it would live a long time
-Environment is London so temperate climate, modest daily high temperatures during summer and winter lows that are seldom below freezing. Rain is pretty regular all year round. Can be kept either inside or outside.
-Care that I can give it is to a pretty high level, I have plenty of time. Knowledge is the main thing holding me back although I am doing my best to alleviate this.
I picked the tree up on a trip to Milan, so being in London I would only have contact via email, which is pretty much the same as posting here. To be perfectly honest being under the impression I owned a pretty nice tree that he had grown for a number of years, I felt guilty sending him a picture of the same tree in such a sorry state.

That should be OK for a starter or pre-bonsai.
I suggest that you first train your eye. Look at real bonsai. Learn what makes a good bonsai (lots of info on this website, or Google it, for example by looking for 'bonsai aesthetics', ie: ). There are lots of 'rules' (but they are really more like guidelines).
Join a club. I'm sure there are clubs in your region. There will be people willing to help you find material.
Join a bonsai course. There are bonsai sellers in your area that give work-shops.
Be patient getting a plant, and be patient once you have it. The health of the tree is your main concern. Anything else - wiring, shaping, pruning, repotting etc... comes later.

In the London area a lot of people do bonsai. Search a little on the web, ask around. Then, get your tree not from a commercial seller, but through people at a bonsai club. That way you can ask them to help you get set up and with the initial care.
Caring for bonsai is not trivial. It is not the same as a bunch of geraniums in a pot
