There is a difference between soft water and water that is being softened by treatment.
From your own link, I see the water is not the same; it depends on the area. This indicates that the water is not softened (else I would expect it to be the same in all regions), it is naturally soft water.
In the PDF I added, I see the water is being treated; it is screened, clarified, filtered, PH is adjusted and it is disinfected. I do not see any softening process.
This seems to prove my reasoning:
