I just got my first bonsai, gift from my gf. I live in northern Indiana so basically from Sept-May my Fucien Tea will be indoors.
I have a water softener in my home and was wondering what is the best water to use for my bonsai?
I am making a shelf to put it in the window on the side of the house that gets the most direct sunlight as well.

Water softener, is that the kind of device that use salt tablets to soften water? Or any other process?

Water from a softener is not suitable for plants. There is nothing wrong with mains water

Depending on your local Environment, collecting rain water could be a great idea. If your tree can survive outside in heavy rain thats a Good bet.
Using tap water could work well if it is Good for human consumption. However, salt is never Good for trees. Exceptions might be mangroves.

I dont fertilize in winter. Dont like to call it feeding as fertilizer is like vitamins to plants, not food. Sunligt is food for plants.
However, I dont do "indoor trees" and live in Sweden where we dont have much sun in winter. My house plants dont get any fertilizer in winter either.
