My Chinese elm does not look good. Does anyone know if it might be either over or under watered?

Looks like overwatering.
Don't leave the dead leaves on the soil, it's a perfect recipe for fungus.
What are those weird white deposits on your soil and pot?
Hard water?

Hadn't noticed the white deposits but there is a lot of hard water in the area. Thanks - thought overwatering might be likely.

Well, you have got it inside, only you can tell if it wrongly watered you should be able to tell. When and how are you watering?

Watering from the top, twice a week. I must have been using too much water.

Watering to a schedule is exactly the wrong thing to do, check every day and water when the soil is almost dry. It should also be outside of course
