Japanese black pine branches dies without foliage. Any pruning must leave foliage on every branch to avoid dieback.
So stay on top of regular yearly maintenance, pruning back candles in spring. This encourage backbudding, which will give you more options for pruning.

If the branches were wired and styled the branches would look much shorter, it will also encourage back budding.?

Pruning a brush of needles this time of the year is very risky. It removes the buds that will grow the upcoming seasons growth. It may trigger other dormant buds, but it may as well kill that branch. It is a big gamble.
On every branch, always leave one brush untouched in the end. In your case, I cannot see anything that can be pruned without risking the branches or reduce ramification.
I would not do any major pruning on this tree. Just stick to yearly candle pruning to promotion backbudding. Geoff suggestion about wiering is also a good option.
