My first bonsai (Chinese elm) had it for about 3 months now (a special gift from my son) and wondering if I should start pruning?
1. Any advice on where to start?
2. Any advice on buying tools?

If you are in the northern hemisphere, I would suggest wait with pruning until summer. You can prune back to shape 3-4 times during a grow season.
Chinese elms new shoots is very soft, you can use any scissors or secateurs. If you want to invest in good bonsai tools, just go ahead.

That totally depends on your skill in growing the tree. So lets say 1-5 then.
And I would not call it attempts. But I guess thats just language difficulty. Every pruning decition is sharp and you dont really get a second attempt on remowed branches
