What should I do first

I recently got this juniper from a neighbor who was removing it from their yard. Should I wire it first or prune then wire, or wire a bit and prune a bit. Any advice would be appreciated. I like the shape that this has naturally and will be going for a windswept bonsai.

We can only see half of the tree. If you have just dug it up then the answer is do nothing. You must allow it to settle in the pot for at least two years or until it is growing well. If it was already in a container then without decent pictures it is impossible to see what is needed.

Here is pic of the full tree as I received it. I put it in this pot with soil it was growing in to help get the plant reestablished.

Looks like nice material. Keep the soil on the dry side, and ensure lots of moisture on the foliage to help it establish. Keep free from frost this winter.
