Got a new "seedling" with a too long "much toolong' trunk, only has roots at the very bottom. Would like to get roots growing much higher on the trunk; then cut the bottom part off. Any suggestions would be appreciated. It is a 5 needle white pine.

I have not come across succesfull attempts to layer pines. So that woul dnot be an option. Grafting roots on the trunk can be done but..
Can you share a picture?
Sometimes trees are not worth the effort and it is better to walk away from a project and put your effort in more suitable plants.

If they are really still seedlings, you can cut off all roots. You could do that using a clean razor blade. Drop 'm in water immediately after making that cut.
Next, dip that what are now cuttings in rooting hormone and plant them in proper soil for cuttings.
You'll probably loose a lot of 'm though.
(just noticed you're talking about one seedling... so yeah, risky thing)
