By the way, is that a photo of a mealy bug you found on your plant, or a photo of a mealy bug you found on the internet?

Sometimes it is useful to post a photo of the actual bugs on your plant for a second opinion. I'm sure though you've identified them correctly.

Before you do what I'm about to say, check to see how your maple would react to it!!!!
I've gotten mealy bugs off my fukien by spraying isopropyl alcohol all over the tree, letting it sit for a few seconds, and then rinsing it off completely. Check a week later and dab any remaining bugs off with a q-tip dipped in alcohol. I then rinsed the tree afterwards to get rid of any remaining alcohol.
Again, check on what would be best for your species of tree!!!

I think you should consult a pest control expert like
and let them do the needful. Spraying chemicals all by your own might be harmful. They will take all the safety precautions and it will also solve your mealy bugs problem.

Methylated spirit on cotton bud will do as well as any chemical, and is safe to use.
