A better close up would help. To me, this looks like a fungus. The plant looks quite unhealthy.
I'm guessing you are giving it far too much water.

Thanks, that shows a bit more. Looks like this plant is beyond recovery. Also, to me it doesn't look like a bonsai.
Remove the rubbish from the soil (Dead leaves and such). Let the soil dry before watering again - but don't let it dry completely. You may want to repot it in clean soil (but I doubt this plant will make it).
Wait for others for a second opinion. While I think it is mold, others may think it's just a buildup of salts from watering.

Others must have better eyes then me. Because I can still not tell what is on your bark. Is it really that hard to post a clear, focussed picture? Coudl be salt, could b fungus. One is potentially a problem. The other is easily solvable. Treatment is near opposite.
