No foliage on a branch; moyogi chinese elm was created by BlackRoberts

Hi all, wondered if you ould give me a tip or two.
I have a moyogi style indoor Chinese Elm (3-4 years old), which has been doing very well the last 2 years (length of time I've owned it), however we moved house, and the change put it under a bit of stress. It had a lot of yellow leaves that fell off initially, but recovered well, and as its growing season started sprouting again.

However; one branch lots almost its entire foliage and it doesn't look to be growing back. The branch is definately alive as it shooting at the end and start, but the middle just has nothing on it. To make it worse, its the first and largest of the branches on the moyogi.
Is there anything I can do to promote growth again on this branch?
To clear up some possible questions; I moved in early Feb and so instead of pruning the yellow leaves allowed them to fall off naturally. The rest of the areas which had foliage loss are doing well, shooting all over the place.

Thanks for any help you can give!

put it outside and allow it to grow unrestricted for a few months.
