Drooping leaves

My bonsai has had drooping leaves ever since it got very dry on one occasion and had a near death experience.
It seems healthy in other ways but it's leaves all hang downwards as if it's wilting even when it has just been watered.
As anyone got any suggestions on how to fix this please?
I've heard you can cut the leaves off, forcing the tree to grow fresh leaves all over, but this sounds very dramatic.

Sounds like a dead tree to me.
But without knowing the species and photo it is very hard to tell.
