Thick willow cutting

Hi everyone! I've had a willow cutting half submerged in a bucket of water for nearly two months with no signs of life roots, although it does have new leaves. It was very healthy looking before I cut it off... It's about 10cm in diameter.
I want to start again with another that I have my eye on and do it right... Do I air layer it? Or what? What am I doing wrong?
I know bonsai is all about patience but I thought my last one would have sprouted atleast a little bit of root by now!

Put it in a spot where the water is warmer. It will root eventually. A bucket of water works. No need to layer.
