Juniper having issues

The started to bud and was doing okay and I used an organic fertilizer 5.10.10 about every 2 weeks for the past month( liquid fert). But all of a sudden the buds started to turn yellow, and still are. The buds are growing, i can see that they are but are still yellow and the whole tree seems to be drying out. I cant figure out the problem.
Its always outside and in the sun light the whole day (which I think could be the problem, but its an older tree so I dont understand why it would be having a hard time with that) and there were a couple of freezing nights, but then again if it froze it would be all dry, but seems to still be growing.
any help is much appreciated.

also, if in fact it is the fertilizer, would the tree still be okay? do i need to shade it? what should I do?

Do you know when was the last time the tree was re-potted? how do you water the tree?

Yet it is one of the things that jumps at me as a cause for foliage issues with junipers that are otherwise kept well. But a picture coulld help.

But anyways, so the soil medium is pumice and lava rock, with tree bark. Very free draining, its been now almost 2 years since last repotting and the soil wouldnt/shouldnt be the issue because the bonsai has been doing very well in this soil.
I am pretty sure it was the fertilizer, because after reading your responses I went out and just washed the soil out, just kept watering it for about 10 minutes. Took the tree out of direct sunlight, still gets bright light. and its been some days now and Ive noticed yesterday the tips started turning green again( didnt know it could go back to green from yellow/brown) with new shoots and new buds and looking alive and well in general.
I did use a little more fertilizer then I usually do, I always fertilized twicce a month but used a bit more watered down solution. I just thought since it is a liquid fertilizer i would just wash out and I wanted a little more growth from it this year.
Also, I make my own fertilizer from fish emultion and morbloom.

I use fish fertilizer for all my plants. I fertilize every 2 weeks during the fastest growth months. I've never had any problems with it. But I do use a very little amount and mixed with water. And when I say little, I mean very little. Constant fertilizing in very small amounts is better than large amounts over a long period of time.
