Ahii !!! You should really research and ask questions before you act , that is a very low quantity of roots I doubt it will survive, my advice is to pot it as is , it's not yet ready for a shallow pot , if you have any rooting enhancer products use them , anchor it well to the pot , keep an eye on the soil that it never dries completely and mist the leaves daily , also keep it in a shaded place with no wind and pray ;)

Some more advice:
- Learn about the species you acquire before acquiring it
- Learn what to do before doing anything with it

I'm not sure what I'm looking at. Did you receive it bare-rooted, or have you removed all the soil?

This will take several years of preparation. If it was mine, I would first plant it and make sure it grows and is healthy. I would wait doing anything else for a year or more. I can't see the full root system, not sure what it has, but it doesn't seem to be much. That'll have to grow first. You could plant it on a tile, in the garden.
An option could be to thread what seems to be the main root through a hole in something the plant is planted on, but I'll try and explain that better once I know a bit more about the plant, and can see the full root system. Also please post a picture of the full plant.

Maybe just cut here just to leave an open cut hoping that roots pop out .

Juniperus virginiana or eastern red cedar is not good material for bonsai. Sure it is everywhere and the large ones look awesome but their foliage is unpredictable.

The tree is about 15-20 years old i escavated all roots i could excluding the entirty of the tap root. I just happened to remember it was growing in my parents yard in a location that is mowed so it never grew tall and neded a new home. I have potted it in a 14" bowl style pot, and the origonal dirt was removed because it was a high clay dirt and didn't allow for good water absorption. Pics will be provided later.

In that case, your first concern is to keep it alive. That is what you need to be focusing on, not on how to make it a bonsai.

Which roots? I am not not seeing what barely resembles roots on that picture. Shallow pot? no way Jose. If that tree ever has a chance to survive, you should move it to a medium-big size "training" pot. Then take care of it, and let it grow for a few years before even thinking about moving it to a 名媛直播 pot. You need a healthy root ball before you start training this tree, and I see no root ball.
