Chinese Juniper with disease

Can someone please help me identify the disease and give advice on how to treat it. I tend to think it could be a type of blight on the tree.
Some advice would be very helpful and appreciated.

Older foliage will be darker and random bits of foliage dying off is something that happens. It's not abnormal.
I'm not sure about the white color. If it really is a white powder, it may be powdery mildew. Haven't seen that before on my junipers, I don't know the cure, so I guess you could Google it.

Please post a close-up of the white foliage. Also tell a bit more about the powdery stuff. Does it come off easily? Is it only powder you see, or do you see white lumps?
Is the white stuff sticky ?

As for the white powder, it is not sticky. It can be rubbed off but not super easily. It seems each scale has a thin layer of the white powder. It isn't white lumps of any sort really. It is almost more like a thin white layer and I say it's a powder because it flakes and falls off like powder when I rub it.

To me it looks like resin, secreted by the leaves.
As it is on every scale, this seems to make sense. However, I'm not sure as it is supposed to be a bit sticky.
Looked up a picture - please compare and do wait for a second opinion.

I see that image, mine doesn't really look like that.
I also have a feeling it's something natural. Will just wait for a second opinion and hopefully find out exactly what it is.
