Juniper Procumbers Nana outdoor in a pot in CA was created by Maret

Hello to everyone! Almost year ago I've bought a plant after moving to California south bay as a balcony potted plant that likes full sun. I've researched about it just recently when it starts becoming yellow and even brown from the bottom(it started in August though, just now it's getting worse) . I've just repoted it in a bigger pot and added some controlled fertilizer.
We have mild winter here, it's actually warm whole winter season... I haven't done anything with the plant (no dormancy)... I suppose it is already late. Can all this yellowing stuff be because of this? What should I expect from the plant that not undergoes dormancy period? I am trying to control watering, but sometimes it getting a hit by rain(not often)... Any idea how to save it? I didn't know it is a bonsai after all, but I do not have a garden to move it eather...

Some of your branches are most likely dying, and can be removed. The other sections look healthy & green. The brown parts falling off from the interior are completely natural. As the juniper grows, it sheds it's old needs, revealing the branch. I'd take them out & let the breeze ventilate it.
There's a section that has scale-type foliage instead of procumbens' usual needle-type. This is a sign that the root ball has been in the pot for a long time, probably root bound. The fact you repotted is a good thing.
But, since you've repotted recently, you might want to hold off on fertilizer for a while. They really don't need it this time of year anyway. Fertilizer is best used during the growing season (Spring-Fall). Not much growing happening in the winter (even in Cali). You can burn it if you're not careful. Looks like that might be an issue with the yellowing branches. Notice that the entire branch is that way. I don't see those surviving. Could be a mite issue, too. I'd cut them.

Thanks for your reply! Yes, I'll probably cut some brunches down... Just I am sure that it is not fertilizer problem. It was yellow before I've added fertilizer(it is small balls aka 'slow release fertilizer)...
But what do you thinks about warm winter without dormancy? Should it survive it?

I think it should. Even tropicals have periods where their growth slows for a time. If you have other types of junipers growing in your area, which you should (mountains, fields, parking lots) you'll know it will do well.
