If it's going into dormancy what do i do? I water him once a week. Please help me and tell me if everything is ok or not.

You don't mean you're keeping it indoors I hope?

I am keeping it indoors but i have a yard so i can plant it outdoors. I live in Lithuania so our climate isn't perfect but right now it isn't below 0 . When i bought this bonsai on its label it was written indoor bonsai. What should i do to not kill it? Or did i identify my bonsai incorrectly?

Redwoods need a lot of water once a week it is surprising it is still alive. The species you have you have correctly identified, but you will not keep it alive long inside. Don't be surprised when it drops leaves, only if it does not.

I sprayed the leafs with water and it got better, they didn't fall of and they turned back green , its been growing for 4 months till know and it got bigger and grew a lot of leafs. Why is it bad that i am keeping it inside? the temperature is 15 to 20 celsius inside and i can't keep it outside during winter it will die.

Doesn't make sense. That just does not happen within 15 hours.

It's not a puppy, it's a deciduous tree. Why do you think it will die outside?

-40, which is not unheard of in Lithuania is too cold for dawn redwood, as far as I know. I think it can nly stand a few degrees of frost.

I would look for a sheltered posiition, like a garage that is not too warm, ideally heated to be just frost-free. The tree really shoud have a period of a few months around freezing.

Metasequoia glyptostroboides
dawn redwood

Hardiness H7, Hardy in the severest European continental climates
Lithunia: Lithuania has a humid continental climate

Sources:

So I guess it can tolerate more than a few degrees of frost?
But agreed that it should get some protection. Thing is though that it should not be kept inside at 15-20 degrees, as that certainly won't be good for the tree in the long run.

So should i keep it outside and then when it gets really cold get it back in , and place it in my garage?
