Mealybugs and Exposed Root Bulb

Hey everyone, this is my first post here, I just have some questions and I'd love your feedback.
I am new to this whole 名媛直播 business, and I want to make sure I am doing everything right so it doesn't die. I have a 20 year old Fukien Tea Tree that I bought from an older Japanese man who raises and sells them for a living. I've had it for 4 months so far, and it seems fine. The leaves are green and such, but I can feel it slipping if that makes sense. It has a mealy bug infestation right now that I am trying to treat. Some leaves are getting splotchy and brown, and almost all of them have tiny grey specks all over the leaves (I'm guessing the eggs). I have started spraying the trunk, leaves, and top lair of soil with a mixture of water, vegetable oil, and dish soap. I don't know if it's making a difference yet, but if you have any better suggestions please let me know!
The other thing I am worried about is the roots. The tree is potted in a 9 by 5 1/2 inch ceramic pot which, from the research I've done, seems appropriate for the tree's size. However, the root bulb is extremely exposed. I could put more soil on the top of the bulb, but I want to know if I should re pot the whole tree into a deeper pot. I live in Utah, so it is very dry here, but I spray the plant daily to keep it "humid". It's an indoor plant, it is on a table by the window so it gets filtered sunlight all day. I don't have a window in my apartment that gets direct sunlight, but like I said, it seems like it's healthy enough, it just seems kind of depressed.
So what do you all think? Should I re pot it to a bigger pot to bury the bulb, or just leave it how it is? How should I treat this mealy bug infestation and keep them from coming back? Thank you all so much for the help!

Bulb? What bulb? There seems to be very little bark on the lower trunk. Not good. It is impossible to see the infestation from the picture. All plants need light and this plant is suffering from lack of light. If you have Mealy Bug then a cotton bud and Mthealated spirit will get rid but you will have to treat every 10 days for a while. The soil looks poor but the stone is not helping. Get rid of it. If the soil is draining when you water then there is no reason to re pot, if it is not then it needs doing. But as the plant is stressed it would be better to leave for a while. But get it into light.

Hello there.
I thought that if you got a 20 years old tree from a japanese man you might have somthing nice there, and then I looked at the pics.
You got typical mallsai (maybe 5 years old) with a bad soil, I would repot in modern substrate right away - google it how it is done and what it is.
