Outer bark cannot die as it is dead. Why do you think removing the peeling bark will recover the plant?

The peeling bark seems rotten and full of algae in areas. Will the tree be harmed if removed?

It seems like you have a problem related to over-watering. Soil looks too humid, that's why you have all that algae. You might have root rot. I don't think peeling the bark would help, you can clean the bark to remove the algae and that might remove some of the bark?. Simply removing the algae would probably not fix the problem, as the algae would probably come back. And if you have root rot, you will need to remove all the rotten roots and repot.

Thanks eangola, I just purchased this from a nursery, it's very heavily root bound, I plan to prune , trim and place into a bonsai training pot shortly, thank you.

How do you know it is heavily root bound?

There are many roots on the surface and growing out the bottom of the Nursery pot.

How long have you had this tree for?
