It seems like you have a problem related to over-watering. Soil looks too humid, that's why you have all that algae. You might have root rot. I don't think peeling the bark would help, you can clean the bark to remove the algae and that might remove some of the bark?. Simply removing the algae would probably not fix the problem, as the algae would probably come back. And if you have root rot, you will need to remove all the rotten roots and repot.
