Help me rescue this poor tree

Hay everyone
I have been given a Bosnia from a friend (already own one of my own) who couldn't grow a moustache let alone plant life and its in a right state. He has trimmed off all the leafs and smaller branches. His reason was that the leafs were wilting and falling off so he wanted to start again :huh: .
I am not sure what I can do to start this tree to grow back its leafs and branches, effectively it looks like a twig :blink: , I was told this ridiculous attack on the tree was done a month or two ago but as of yet nothing has grown back.
Since coming into my care I have re-potted the tree (which it needed) and that's about it, didn't want to do anything else until I got some more advice. The tree is a Chinese elm, I have attached a picture to show its current state.

If you could please post the picture on this forum, it will help others later on, keeping the picture woth the post, also after you have had your questions answered.
A tree wilting can be many things, none of them good. Cant tell more till i have seen the picture. Not following links to tertiary providers.
