How can I revive my bonsai?

Hello,
We got our first bonsai tree about 4 months ago, I believe it is a Chinese Elm, and we keep it indoors (we don't have a garden). It sits on a windowsill and gets a good amount of light, although our flat has been getting quite hot over summer which I am not sure is a good or bad thing. About 2 months after getting it, many of the leaves started to go brown and fall off. We have been keeping the soil damp (like a damp dishcloth!) but things seem to be going downhill quick. It now has no leaves (except a few brown ones) and there is a white fuzz on the top of the soil. I don't think it is completely dead, as I scratched a small part on the trunk and it is green. There are quite a few new, thin shoots coming off but any of them are quite delicate and seem to snap off with the lightest touch.
Can I save this plant and get it healthy again? Any advice much appreciated - I am desperate to revive him! Pictures attached. Thanks in advance for help and advice.

I think we are getting questions like this on a daily basis at the moment. Look through the posts, many people have the exact same problems - and the same answers will have been given.
I will have to make some guesses.
It looks like the plant has been over-watered. it makes only weak new shoots, which indicates it does not have the energy left to revive.
I expect it will be dead soon.
Of course you should have asked for help a long time ago, when the leaves started to turn brown. Now it seems far too late.
Only thing you can do now is continue to take care for it, water it properly, no too wet (look at the guidelines on this site) and keep your fingers crossed.
