Montezuma pine

I have germinated a Montezuma pine seed which is now a seedling 1 inch tall. Can I bonsai this seedlin i live in the SE England.

Yes, that should be possible, But it will take many years to grow something that is usable, and decades to create a really good tree.
You will need to start studying. Contrary to what many people seem to think bonsai are NOT shaped by keeping a seedling small, but by reducing a mature tree.
This site has many resources for you to start with, and will give you enough clues to find more to study.

Changing my mind... the Montezuma pine has very long needles. It doesn't seem a good choice for bonsai.
