Double root base?

I just recently acquired a shinpaku juniper when wiring and pruning and when I raked all the dirt out to make the root base into a radial pattern. I noticed on the trunk that where the tap root there was normal feeder roots
Then a gap of about half an inch then more roots
What's up with this?
My only guess is that when it was planted in a different planter it was planted deeper than intended and more roots grew above where the original tap root is. Is it safe to trim these off the make the trunk longer ?

Half inch up above the tap root.

That very much depends on the importance of these roots to the tree, which I cannot see in my glass ball, I am afraid
