yeah, repot it.. you clearly have a soil issue..
few days ago, i was given a malus "bonsai" as gift from my neighbours daughter..
she claims she has had the tree for over 20 years, which i can believe, since it has a very nice and weathered dead wood party on it..
sadly the tree had been neglected extremely and was in a very bad soil.. looked like heavy garden clay which was very dense and moist..
because of this, even though the tree was flowering, it only had 2 live branches left..
i repotted it immediately into a mix of akadama, organic soil and pumice.. without messing with the roots too much..
i hope it will come trough and it will backbud so i can start giving this tree a second life it deserves..
had to do the same with a maple that has already in leaf.. but growth was bad and had deformed leaves.. so checked and it was root bound and water couldn't evacuate well.. so did what i had to do and now 10 days later it's growing like a monster
if your soil does not drain well anymore, an emergency repotting is almost always beneficial to a tree.. just make sure you give it good aftercare..
2 things are important:
- knowledge of the actions taken
- knowledge of the tree itself and the species in general..
good luck

so we don't get a picture, aw man.
Your neighbours daughter's tree, after twenty years, just wasn't worth a picture?
