Fukien Tea - 4/5 years

I started my first bonsai like 4 months ago. I got a fukien tea bonsai in december 2015. I've always liked plants in general but only started taking care of them like a year ago.
i think i've been watering alright since my bonsai has grown and doesn't show signs of bugs or fungus until now.
i noticed recently some white "spots" around the tree's trunk near the bottom and on the moss (check the pics).
When it came i had more moss, and it looked nicer that way... is there a way i can help the moss to grow too?
The white spots i think its because of the using tap water mostly (i try to some when it rains here)

At first glance that doesn't look like it's because of the water, but we'd need a better close-up.

Still hard to see, but doesn't look like salt or mineral deposits to me.
It does seem to be a fungus - but maybe someone can give a second opinion.
The soil looks like you just watered it. If you didn't, it is too wet and probably doesn't drain properly.
That would explain why the fungus got a chance.
(if they have legs and move, it's not a fungus )

So maybe should i take it somewhere so an expert can see it or just buy a anti-fungus and try it?
I thought about re-potting it, but i thought since it's the first year i got him, i should wait for the next year and do it then...
Since it was a gift from a friend, i'm totally dead if i let it die or something... and to say the truth, I've fallen in love with this and i'm totally eager to see it grow
PS - I noticed the white part becomes more and more visible as the soil dries, so i'll wait and take a new pic when it is dry

The plant is too wet. Do something about that first. I'd remove most of the moss, especially the moss that's on or close to the trunk. Also remove dead material - like that leaf.

let it dry out a bit more.
check if there is a bonsai club near you which can assist you in repotting the tree into a better draining soil before the roots start to rot..
