Too much water or am I dealing with some root damage from re-potting too soon after being shipped from CA to NY?

And also if he seems short it is probably because this sort of post comes up several times a week. Someone buys a tree, not entirely sure how to care for it, and when it begins doing badly they post asking for a bailout. Unfortunately its nearly impossible to help with these types of issues because... read above paragraph.
There's a ton of great information here. Read read read. Almost all of your questions will probably have an answer on this site somewhere.

Immediately repotting almost certainly added more stress to an already stressed tree.
Are you using a well draining soil?
Look up basic bonsai watering techniques, let the soil nearly dry out and then water thoroughly from the top of the pot, not by soaking the pot in water. DO NOT water on a schedule. Water when the tree needs it.
I would water the tree when it is needed and otherwise leave it be. It may or may not recover. Thats about the best i can suggest with the info given.
