Not exactly. You'll have to look up specific information for your region - and fortunately, this can be found:
"One caution about bonsai dormancy in Florida: the period of dormancy may be very short, perhaps only 10 to 14 days, so once you decide that a tree has gone dormant, don’t delay doing the work needed"...
This website has some information about trees that are suiteable for subtropical climates:

Just to add a couple of links to what Auk said, explaining a few more things about dormancy:
Oh... and one more thing... Credit should go where credit is due. These links were posted by Auk himself quite a few threads before. They both proved to be quite helpful to me
