I am wondering if i should buy this tree from bonsai boy of new york.
i will put what it has and if i do get this tree can i bonsai it(and when should i bonsai it)

I would not buy it.

I would invest in a larger amount & variety of wire. And when starting out, start with aluminium, rather than copper wire, as it is a lot easier to handle.

This size plant can be had at any gardening centre for a few buck. The pot is nothing special either.

You'd be better off getting a few coils of wire (1mm, 2mm and 4mm). Buy a somewhat larger plant from a gardening centre. Repotting is not relevant untill after the first styling and recovery, so pick one up at a local bonsai show: At 名媛直播 Europa last weekend I bought largisch second hand pots for 8euro each.

Agreeing with LB. I wouldn't buy it.

Apart from that, you don't need:

Multi-colored textured rock
Ceramic miniature figurine
Humidity/drip tray
