I can't keep it outside but for the most of the day I'm keeping it next to an open window.
It's quite bare as I had to remove a lot of dead leaves, but within two weeks new growth started

I'm going to guess it's a ligustrum.
That doesn't look like a bonsai pot. Does it have a drainage hole?

Whatever it is I would just feed it regularly as clearly it just to my eyes needs more nourishment to help grow more leaves.

Good thing, there is young fresh foliage, and fresh green stems can be seen in your first picture. This indicates thereq is life, roots are functioning
Bad thing, at some point the plant lost all the leaves, either due to under, or over watering. My guess, based on seeing how big stores keep these, a combination of both, left dry for the weekend and on tuesday watered to drowning level.
As it is growing now, the worst part is over, the plant has found a way to retore the damaged roots. Now keep it evenly moist, without soaking wet. Make sure the plant gets lots of light, but protect from midday sun untill it has had time to regrow some foliage.
Considering the dark green color of the old leaves, and healthy green shine of the new, i do not think it needs a lot of fertiliser right now. I would only add fertilizer once the plant has at least doubled the foliage. The reason being that you do not know how much fertilizer is in the soil. So first get the plant strong again, before risking over fertilizin (which normally should not happen, but you do not know the history of the plant).
