SOME say, you should create cuttings. It is NOT an easy procedure. I personally would recommend just letting it grow.

Once you get side-branches, you get one branch to grow freely. The others you treat like bonsai branches; You keep the growth close to the trunk and finely branched. The branch that grows out, you just let grow to a few metres, and will create a thick base. After some 4, 5 years you trim it back.

Do read a lot. A lot of pine bonsai growers have published articles on this.
