inherited a Japanese maple, help!

I recently inherited my grandpa's bonsai it has been uncared for for about a year or more. I pruned off all the scorched leaves, but I'm not sure what to do? I don't know exactly what he was planning; I know he favored informal upright. if anyone can help, I think it mainly needs more branches and leaves though. Thanks!

Correct. Let it grow for a couple of years.
What's it planted in? Are these pebbles on the surface only? You should remove 'm.

I'm not exactly sure what is all in the soil. He had some soil that he mixed himself so I used that. He had one that had some grit and another that seemed to be mostly rocks and grit. I used the less rocky one so it would stay moist (I'm in south Texas so it's hot). There is also some pea gravel and rocks below the soil to help with drainage.
The rocks you see are only on top cause I thought they would help keep the soil moist. should I use moss or should I use nothing? Also what kind of fertilizer should I use? I've heard just general liquid fertilizer worKS for growth.

I am not entirely sure how old it is, I think based on his notes he got it around 5 or so years ago and based on what my grandmother tells me he always got nursery plants that were already like 2 or 3 years old. So maybe 8 or so? The trunk is about 1.5in (3.81cm) if that helps with age? It is about 9in (23.86cm) tall.
Some of the leaves have gotten big due to lack of pruning. Should I prune them? I also want there to be more branches. How would I promote that?
I like the current thickness and height of the trunk (I sadly don't have room for a bigger bonsai). Especially since he kept his bonsais on the smaller size.

The age is not relevant. I would get rid if the rocks on the surface. It needs to be grown back to some health before you worry about leaf size etc.
As long as the soil is draining well then it will be fine until the correct re potting time which is not now. It needs fertiliser through the summer and water. Watering should be done when needed not to a schedule, and those rocks do not help you to check if it becoming dry.

In addition to the previous post: You could remove the rocks from the surface, and fill-up with substrate, which would give the roots a bit more stable substrate (TRemperature & moisture) due to increased volume.
