Sick tree

I like the idea of it staying fairly small. I cut back all the weak growth and such in the hopes that the tree would continue to grow on the branches left but it seems to randomly spurt out in the most odd places and with massive vigor. Do I continue to cut back this unwanted growth or will it be detrimental to the health of the tree considering the events of the year?

I'm not sure what kind of advice you are expecting? It is growing and that's a good sign, apparently it's recovering and what you need to do is just let it grow.
This is a mallsai - not a real good bonsai and not even good starter material. You'll need to let it grow, keep it healthy, and take your time and figure out what direction you want to go - what size and shape you want it to be in the future. For the moment, just let it grow and gain strength.
