At least you got the photos up. I may be wrong but i think it is a needle juniper (correct me if wrong guys) . Looks like it is doing well.
A long as you have taken care of potted plants before i am sur it will do well.

Hopefully you took the pictures inside and then put it outside again. It does not looks that bad, but you must water when it is almost dry. You do not say what country you are in, but Junioers are hardy and need to be allowed to get cold. keeping it inside is a death sentence.
Because of the conditions where it has been kept it looks a bit rough, but with some care it should come back.
Have a look at bonsai4me.com for a species guide,
Geoff.

I wouldn't assume this plant is OK just because it is green. I'm sure Amy has a reason to suspect the plant is not doing OK.
Notice there are at 4 green tips on the soil, that have fallen off.
Amy, you wrote it is:
"very dry, and little pieces falling off if they are bumped"
Does this concern the green parts? Are the branches flexible, or brittle and do they snap off easily?
Parts falling off does not have to be alarming. I have a Juniperus Communis Berkshire (I think yours is a Communis too, but I don't know which one) and it does not tolerate handling much. I've tried wiring it, but even when doing that very carefully, it does loose tips easily.
Best thing to do probably is just take proper care of it and wait and see how it develops.

Surely does not look dead to me. Water when dry and keep outdoors. I don't know if it needs any wrapping? I will be curious to hear answers to that. I have all my plants outdoors with no wraps.
