Personally, I would takje this plant and put it in the garden for a few years. Let it increase the trunk size and only then do major work. Before planting it in the garden, you may want to tease the roots apart a little, and put a board or tile under the plant in the ground, in order to force the roots to grow sideways, rather than downwards.
Furthermore.. If you are serious about bonsai, grab a book, read some websites or join a local club. Just popping a series of questions on a forum is not going to teach you. it is just going to solve 'right this moment' issues. But bonsai is for a large part planning, and thinking about future paths, not 'right now'.

You still have not siad where you are, what time of ytear are you at and what temperatures? If you are still in early spring then you could re pot, but if it is later then it could be too late. Potting on to a larger pot is possible, or into the ground. Have you looked at bonsai4me ? you will find what you want to know there. It is very difficult without seeing the tree to know what to prune and where.
You need to find someone who knows what they are doing so you can get advice from being able to turn the tree around and look closely,

this is a very young tree.granted if you want a mame sized(very small) bonsai training could begin now.as jelle stated you are best to put it in a larger pot or the ground and let it grow for a few years.
local nurseries have much larger material that you can begin work on right away.juniperus procumbens nana is a widely sold juniper and you can get a rather large one for around 25$
as for your tree maybe a little pinching off of the inner shoots to give you an idea of were the branches are ,but being so young there isnt much else to do with it at this time.first thing first you have to learn to keep it alive
