Greetings,
Acers should indeed be kept outside, but you can try to let them germinate indoors. are some guidelines that can help you let the seeds germinate better. You can find al the information you need about growing bonsai and individual species here on this site. Just use the search functionality. If you have any other questions i'll be happy to answer them for you.
Good luck with your seeds, Acers are very lovely trees!

I'm not an expert in growing bonsai from seeds. Mainly because it will take a very long time to create anything that can be called bonsai this way (we're talking about 20-30 years minimum). I do have a few oaks in my garden that sprouted spontaneously a few years ago, and it's fun to watch them develop year over year knowing that you have full control over what it will become. For creating actual bonsai, it's probably a lot faster to start with material that is a little bit more developed.
What I do know is that it's very important keep as close to their natural environment as possible when you planting fresh seeds. This usually means that you have to plant them in autumn. The seeds you bought have probably been through, what is called a "Stratification" process, or they are freeze-dried. You can plant these seeds and let them germinate any time during the growing season as long as you keep the soil moist and warm. However, it's best to do this in spring so the plants have an in tire growing season to develop and have a better chance of survival. I guess you'll be fine if you plant the seeds now.
