I inherited this bonsai a couple of weeks ago and could use some advice on how to make it healthy again. When I received it, it was really yellow and dry. The rock bed that it is in is a solid piece and I've completely soaked it but it hasn't really improved. This morning when I checked on it, the water had a stale smell, so I dumped it out. Any suggestions on what to do next? Thanks!

Welcome to the forum.
First of all, this is a juniper.
I hate to be the bearer of bad news but I'm pretty sure it's already dead. The foliage being brittle is a bad sign. So is the compact soil.
If it's not dead, this is what you should do....
Get it out of that soil. Take it out of the pot, soak the root ball and comb out most of the old soil.cut off as little of the root as necessary. Cut off the slimy ones.
Use free draining bonsai soil to replenish what you have removed.
Water it thoroughly and put it in the shade to recover. Don't fertilize it until after you see new growth.
Make sure you keep this tree outside. Don't over water it. Junipers don't like wet feet. They do however enjoy lots of sun during the growing season.

Yes, it's a juniper, not sure if he's gonna make it, but you need to repot this tree as soon as possible.

About the rock bed: These stones could be limed together, underneath it is soil but above just a layer of together limed stones. They do this because it looks nice, but it is very bad for the tree.

As pinkham already said, take the tree out, try to damage as less roots as you can and put it in new fres soil and let it recover.
