Rake them out to be trimmed the tree was a gift and is very root
bound. I need specific info on repotting this tree as far as that goes
any info about it's care would be a big help.

depending on where you live it may not be the right time to do any root work. normally it's done in the spring.

I live in central Missouri and spring is coming I'm trying to learn as much as can
before it's time. I was told the only way to root prune Giant Sequoia is to use a
sharp knife and cut 1 inch off of side of rootball and cut another side next time.

Thanks for the link that is where I read to cut one side of the root ball off.
But if I can't bare root the tree how can I find the surface roots that I want
to keep?

well based on what I have found on the internet you should never bare root them. You don't need to do that to see the surface roots anyway.
Root pruning should be avoided. If you need to, take 20% or less.
so, unless it's absolutely necessary I wouldn't root prune it. It's your call.
Good luck.
Lance.

Thanks for your help I guess I will just wash a little soil off of the top
to see the roots and then decide which ones to keep. The tree is only
20 inches tall so I might plant in ground for a year or two and then decide.

Hi, welcome to our forum!
Also the 'Repotting' section under 'Care' might help you.
