Is that a Maple? Yes,it's suitable. It looks like this tree is already out of the ground. Is it a nursery tree ?I think it has great potential.

When you re-pot this tree make sure you use well draining bonsai soil. you can order it online or go to a nursery.
Where you live? That has a lot to do with the re-pot and other things.

If this acer is suitale for bonsai-forming I have to re-pot it, ok? What kind of soil I can do myself?

It's winter where you are correct?
You can put the whole thing(minus the black bag) in a bigger pot with well draining soil for a year or so without negative impact.
Just don't disturb the root ball. Transplanting in spring is recommended.
I'm a little confused about this tree. a few questions...
Where are you keeping this tree? They will last for a few seasons inside, but they need a dormant period to survive long term.

If it has been outside since late summer you should be okay. Trees need to adjust slowly to their surroundings. for instance, If you have a tree that is deciduous(like this acer) it needs to be kept outside from late summer in order for it to acclimate itself to the changing seasons and prepare itself for dormancy. If you put it outside in winter after having it inside, it will freeze and die. The roots in autumn the tree stores sugar and protein that act as an anti freeze.
If the tree was stored inside where it was purchased from it should stay inside through winter. You can introduce it to the outside next spring...and there it should stay. If it was grown outside leave it outside.
