I know what caused the problem (left wires on too long, removed once I noticed the scarring). The buds above the scarring aren't producing leaves.

But where do I go from here. Currently it's spring here, zone 6b, currently been in the 70's F (20-25 C). I do have cutting paste, would I make a cut below the scarring, cover the exposure with paste, and see how she recovers?

Not sure why you would wire a young plant like this. It needs to grow so yes cut it and let it grow, no need for cut paste

I would also get it out of that small pot. A big pot or planted in the ground is better at this stage.
