looks like mould or lichen, you should be able to scrape it off. It is a sign that the soil is too wet.

It looks like you already removed most of the moss. There are still some green left. Get rid of it.
If the tree survives it will take years to heal and will never look good. People with a lot of trees would get rid of it and put the effort into nicer materials.
